Once jib is attached do you have to follow crane regs as far as proof loading/inspections/certifications?

OSHA 1926.1400 defines a crane and includes equipment that can hoist, lower, and horizontally move a suspended load. If the modified excavator performs these functions, would likely need to comply with crane regulations.
